The Process Approach to the Organization of Operational Risk Management of the Bank
The relevance of the study is due to the increasing complexity of banking processes and the need to link process management with operational risk management procedures established by the Bank of Russia. The purpose of the work is to develop an organizational and methodological solution that provides a traceable link between the stage of the process, the source and event of operational risk, the control procedure and functional responsibility. To achieve this goal, the requirements of current regulation and modern scientific approaches to process risk management are systematized, the boundaries of process detail and the conditions for updating risk assessment are defined. The scientific novelty lies in the proposal of a process-risk contour that does not replace the existing elements of the operational risk management system, but provides their end-to-end information connectivity and feedback on the results of events and identified control deficiencies. The practical significance lies in the possibility of using the proposed design to improve internal methods, process monitoring and responsibility allocation. The formulated approach creates the basis for the subsequent assessment of the effectiveness of operational risk management without complicating prudential calculations.
