STRATEGI PEMERINTAH KECAMATAN PADANG SELATAN DALAM UPAYA MITIGASI BENCANA DI KELURAHAN RAWANG KOTA PADANG
This study analyzes the strategy of the Padang Selatan District Government in flood mitigation in Rawang Village, Padang City, and identifies implementation constraints. Methods: A descriptive qualitative approach was used. Seven informants were selected purposively from district officials, Rawang Village officials, and residents of flood-prone areas. Data were collected through semi-structured interviews, observation, and documentation, then analyzed through data condensation, display, conclusion drawing, and verification. Credibility was strengthened through source and technique triangulation. Results: Mitigation was implemented through disaster awareness, community clean-ups, drainage maintenance, monitoring of vulnerable locations, community involvement, and coordination with technical agencies. Based on Quinn's framework, goals and policies were aligned, programs supported mitigation objectives, responsibilities were relatively clear, and coordination connected the district, village, technical agencies, RT/RW, and residents. Constraints remained in structured control, early detection, routine evaluation, recurring drainage and waste problems, infrastructure, and uneven public participation. Novelty: The study applies Quinn's strategy framework to local flood mitigation by linking goals, programs, responsibilities, coordination, integration, and control constraints in an urban flood-prone village.
