Gravitational Potential Delay and Effective Propagation Velocity in Dense Cosmic Media: Empirical Validation via Seismic Resonance Residuals

Short Communication: Gravitational potential field is physically delayed due to effective energy density of cosmic medium, exhibiting propagation characteristic identical to electromagnetic waves. This communication demonstrates that observed phase delay period (Tr = 299.86 s) and residual delay angle (δ* ≈ 0.012 rad) in global seismic time series across multiple GLOF events are direct empirical consequences of a delayed gravitational potential field governed by effective refractive index n = 1.0041.
