The concept of a unified reliability assurance system for marine equipment under import substitution

The study addresses a critically important issue for the Russian shipbuilding industry: the reliability of localized marine equipment as a prerequisite for achieving technological sovereignty. The relevance of the research is determined by the industry’s dependence on foreign supplies for certain propulsion system components, which approaches 90–100%, making localization a matter of national policy. A particular risk group comprises products developed with the participation of foreign partners but not brought through a full validation cycle, while the verified design and tested component base remain the responsibility of the external developer. The aim of the study is to substantiate the concept of a unified reliability assurance system for marine equipment adapted to import substitution conditions and classification society requirements . The research method is a comparative analysis of applicable reliability assurance methodologies followed by the synthesis of an integrated process architecture; the study is based on the results of an assessment of the DM-185 marine diesel engine manufacturing project. Five groups of root causes of reduced reliability under localization were identified and systematized: incomplete refinement of the original design, replacement of the component base without re-validation, unstable quality of blanks and assemblies, absence of quality barriers and systematic target setting, and organizational fragmentation of the process. The root causes were found to be predominantly systemic and organizationalmethodological in nature . The complementarity of existing methodologies was established: none of them fully covers the entire reliability assurance task, while RAMS, the most formalized life-cycle methodology, was developed for railway applications and requires adaptation to classification society procedures when applied to marine equipment. An integrated process architecture is proposed that combines a life-cycle framework with designand productionstage reliability methods, mandatory re-validation of localized components, supply control barriers, embedded technical survey points, and an organizational implementation mechanism .
