Consciousness is treated as a processor: a closed loop with two ports (receiver and transmitter) and one selection rule (filter). In a nervous system the filter is emotion in the restricted sense of three fates (approach, withdraw, hold). In matter without nerves the filter is geometry (permitted configurations and transitions). The same operator is written at every scale without a new free parameter. Includes an operational index of loop closure grounded in public EEG measures, a separable prediction that can be dropped if it fails, and explicit separation from locked cosmological claims. All experimental measures, frameworks, and classical sources cited in this note are public. The contribution of the present work is the assembly of those public materials under a single operator, the restricted vocabulary, the three-fate filter written at every scale, the operational index of loop closure, the separable prediction, and the explicit separation from locked cosmological claims.
