KOLABORASI CAMAT BAOLAN DAN FORKOPIMCA DALAM PELAKSANAAN KETENTERAMAN DAN KETERTIBAN UMUM DI KECAMATAN BAOLAN
This study aims to analyze the form, mechanism, and effectiveness of collaboration between the Baolan Sub-district Head and the Sub-district Leadership Coordination Forum (Forkopimca) in implementing public order and peace (Trantibum) in Baolan District, Tolitoli Regency. As the capital of the regency with an area of 258.03 km² and a population of 68,875 (2015), Baolan faces complex Trantibum disturbances. Using a descriptive qualitative approach and Collaborative Governance theory, this study examines the role of the Camat as chair of Forkopimca under Government Regulations No. 17/2018 and No. 12/2022. The findings show collaboration among Camat, Danramil, and Kapolsek has formed early detection and early handling patterns through regular coordination meetings, integrated patrols, and involvement of Satpol PP and Satlinmas. Regional Regulation No. 4/2024 on Trantibumlinmas serves as a strengthening instrument.
