Tariff regulation in the industrial railway services market: Experience of Russian regions
Subject. Ensuring cargo transportation, the role of Russian regions in developing the tariff regulation system in the industrial railway transport market. Objectives. Identification, systematization, and analysis of tariff regulation models used in the industrial railway transport services market. Methods. Typologization, content analysis. Results. Four models of tariff regulation used in the industrial railway transport market have been identified. The declarative model, implemented in the Perm region, helps reduce the administrative burden on market participants while maintaining a mechanism to prevent abuse. Conclusions. The lack of unified approaches to defining the scope of services and choosing units of measurement leads to significant price differences and conceptual confusion. It's necessary to develop federal methodological guidelines to harmonize the terminology and approaches to pricing, while still allowing regions to keep their independence in choosing models for regulating the industrial railway transport service market.
