An Empirical Snapshot of Local Nutrition Governance Capacity in the Rasuwa District of Nepal Before the Flood Surge of August 2026

On August 26, 2026, flash floods swept through the Rasuwa district of Nepal, causing mass casualties and severe destruction. Research on disasters has led to valuable recommendations on how governments can be more attentive to warning signs and react more rapidly, and how tapping into local capacity and know-how can lead to more effective responses. However, in most crises not much is known about individual or institutional capacities that predated a shock or what resources donors and governments subsequently should bolster to support emergency responses and build resilience. In this Commentary, we draw on the self-reported data of civil servants and other local professionals tasked with implementing the national multisectoral nutrition strategy in Rasuwa. Data collection in 2024 predated the flood by roughly 2 years. The survey measured routine governance capacity, not disaster-response capacity specifically, and yet such data offer some insights into local capacity before the latest disaster and help our understanding of which elements were already under strain. The aim of this Commentary is not to report full survey findings but to highlight observations most relevant to the 2026 Rasuwa flood. Broadly, we suggest that routine governance research on nutrition and other technical topics of relevance can serve as a baseline for disaster recovery and that global calls for the localization of aid require much deeper understanding and measurement of local capacity to act.
