Development of tools for balancing regional socio-economic complexes
Subject. The balance of regional socio-economic complexes. Objectives. To develop and substantiate the author's tools for assessing and ensuring the balance of regional socio-economic complexes. Methods. Methods of system and comparative analysis, economic and statistical methods, matrix method, clusterization method, as well as methods of expert assessments are used. Results. A new integrative tool has been developed – an integral indicator of the balance of regional development, based on a synthesis of index and matrix approaches. The indicator includes four subsystems (economic, social, environmental, and innovation–infrastructural) and uses dynamic weighting coefficients determined based on the actual variance of the indicators. A management decision matrix has been developed that makes it possible to determine the type of imbalance and form targeted measures based on the values of the integral indicator and the coefficient of variation of particular indices. Using the example of the Republic of Bashkortostan, a positive dynamics of balance has been obtained. Conclusions. The developed toolkit can be adapted for use in any subject of the Russian Federation, as well as for comparative analysis of the balance of regional socio-economic complexes, it allows to identify hidden imbalances and form targeted management decisions in the regional management system.
