Documentary sources included peer-reviewed journal articles, books, government publications, policy documents, institutional reports and relevant development reports. The study covers Akwa Ibom, Bayelsa, Cross River, Delta, Edo and Rivers States. Analysis was guided by Participatory Development Theory, which emphasises community involvement, local knowledge, empowerment, shared decision-making and ownership in development processes. The findings indicate that meaningful community participation in problem identification improves the responsiveness of development programmes; participation in decision-making strengthens planning and implementation; while community consultation and partnerships with public institutions enhance local ownership, accountability and sustainability. The study concludes that sustainable development programmes are more effective when communities are treated as active co-producers rather than passive beneficiaries and recommends institutionalising continuous and inclusive community participation throughout the development process.
