Dubai-it: Conceptualizing a Government Execution Model for Public Sector Excellence

Governments worldwide continue to encounter significant challenges in translating strategic vision into effective execution despite substantial advances in public administration theory. Existing perspectives including government agility, public value, and public sector excellence provide valuable insights into governmental performance but generally address execution through separate organizational dimensions rather than as an integrated institutional capability. This paper develops the Dubai-it Government Execution Model (DGEM) as a new conceptual paradigm for understanding government execution in high-performing public organizations. Adopting a conceptual research design, the study synthesizes contemporary public administration literature with qualitative content analysis of official policy documents describing Dubai-it philosophy. The proposed model identifies five interrelated dimensions of government execution: Strategic Speed, Execution Excellence, Public Impact, Institutional Identity, and Future Orientation. Together, these dimensions explain how governments transform strategic intent into sustainable public value through coordinated institutional action. The model extends existing theories by positioning execution capability as the central mechanism linking leadership, organizational behavior, institutional excellence, and societal outcomes within a unified conceptual framework. The study contributes to public administration literature by introducing a novel execution-oriented model that offers theoretical guidance for future empirical research and practical insights for governments seeking to strengthen implementation capability and achieve sustainable public sector excellence.
