PENERAPAN COLLABORATIVE GOVERNANCE DALAM PENGELOLAAN SAMPAH ORGANIK DI DESA KULO KECAMATAN KULO

Organic waste management at the village level faces challenges involving not only technical aspects but also the engagement and coordination of various actors. This study aims to analyze implementation of collaborative governance for organic waste management in Kulo Village, Kulo District, focusing on initial conditions, institutional design, facilitative leadership, and collaborative processes, while also identifying supporting and inhibiting factors. A qualitative descriptive method was employed, with data collected through observation, in-depth interviews, and documentation. Data analysis utilized the Miles and Huberman model with the aid of NVivo software. The results indicate that collaborative governance in organic waste management in Kulo Village has not yet functioned optimally. Initial conditions were characterized by low public awareness and limited experience with cooperation; institutional design lacked clear regulations and collaboration mechanisms; facilitative leadership was predominantly manifested through public outreach; and collaborative processes lacked structure and sustainability. Supporting factors included actor participation and commitment, mutual trust, and clarity of roles and responsibilities. Inhibiting factors included low community capacity and participation, imbalances in resources and roles, and weak coordination and communication. Strengthening institutional frameworks, coordination, facilitative leadership, and community participation is essential to establish more effective and sustainable collaboration.
