MANAJEMEN TERPADU BERBASIS POAC GEORGE R. TERRY DI TPQ AL MU’MINUN PUNTUKREJO NGARGOYOSO KARANGANYAR

Non-formal Qur'anic education institutions that lack systematic management risk lower learning quality, and studies on applying classical management functions at Taman Pendidikan Al-Qur'an (TPQ) remain limited. This study aims to describe the implementation of integrated management based on George R. Terry's POAC framework (Planning, Organizing, Actuating, Controlling) at TPQ Al-Mu'minun, Puntukrejo, Ngargoyoso, Karanganyar, following its management transition under Yayasan Rumah Qur'an Ibnu Abbas, together with its supporting and inhibiting factors. This research employed a descriptive qualitative case study approach; data were collected through observation, interviews, and documentation, analyzed using the interactive model of Miles et al., and validated through technique and source triangulation. The findings show that the planning function is realized through the development of annual programs, learning targets, activity calendars, and planning for teacher and facility needs. The organizing function is reflected in a hierarchical organizational structure and the grouping of students based on ability. The actuating function is implemented through scheduled learning, direction from the TPQ head, faith-based motivation, teacher coaching, and communication with parents. The controlling function operates through supervision, monitoring, tiered evaluation, and follow-up actions that form a continuous management cycle. Supporting factors include institutional support from the foundation and mosque committee, teacher commitment, community support, and the effectiveness of the Karimah Method, while inhibiting factors include limited funding, students' varying abilities, low attendance, limited instructional time, and declining engagement among students entering junior-high age. The discussion shows that these findings align with Terry's concepts and with studies on integrated quality management. The study concludes that POAC implementation at TPQ Al-Mu'minun has proceeded systematically and remains oriented toward continuous quality improvement, despite challenges that require collective mitigation strategies from all institutional stakeholders.
