Together with the first installment, Domestic Livelihood Governance, and the second installment, Governance Based on Differences in National Conditions, it forms a cross-scale, general-purpose governance theory matrix; the three share the same underlying steady-state logic and cover three major application domains: domestic public governance, governance tailored to national conditions, and governance of the global order. 作者:郭洋洋Author: Guo YangyangORCID:0009-0006-6669-1790Contact email:[email protected] Type: PreprintSubmission Date: October 28, 2026Version: v1.0 Final Bilingual EditionPreprint DOI: 10.5281/zenodo.23728944Open Access License: CC BY 4.0 摘要 / Abstract 中文:当前全球治理体系正面临三重结构性失序:战略资产全面政治化与武器化导致全球供应链脆弱性加剧,国际冲突缺乏刚性边界约束引发惩戒扩大化与反噬循环,资源禀赋与国家能力错配使弱国普遍陷入资源诅咒困境。既有国际冲突理论、资源经济学与全球治理研究,尚未构建出一套兼具底层逻辑统一性、国别场景适配性与稳态可操作性的通用分析框架。 本文将恒基双轨共生理论(CBDST)从国内治理场域拓展至全球治理场域,验证了“静态锚定-动态运行-边界隔离-共生循环”范式的跨尺度普适性,构建了国际秩序维度的三大核心机制:其一,提出战略资产“主权所有权-流通使用权”两权分离范式,推动高价值民生资产去政治化、中立市场化,以开放式安全替代攥紧式安全;其二,建立回合制有限惩戒制度,将冲突目标严格限定于政治决策与军事作战体系,设置刚性终止线,避免免疫风暴式的过度反噬;其三,揭示资源诅咒的耦合本质——资源与政权意志的强绑定是诅咒的核心开关,提出弱国资源中立化避险路径,实现资源从“权力诱饵”向“国民福利”的属性转换。 研究表明,CBDST范式可完成从国内公共治理到全球秩序治理的无缝延伸;该框架既能够降低国际冲突烈度、稳定全球供应链,又能够为资源型弱国提供长周期生存避险方案,为构建稳态、有序、普惠的全球治理体系提供了兼具理论自洽性与现实可操作性的原创方案。 English: The current global governance system is facing three structural disorders: the comprehensive politicization and weaponization of strategic assets has aggravated the vulnerability of the global supply chain; the lack of rigid boundary constraints on international conflicts has led to the expansion of punishment and the cycle of backlash; the mismatch between resource endowment and national capacity has generally plunged weak countries into the resource curse dilemma. Existing international conflict theories, resource economics and global governance studies have not yet constructed a universal analytical framework with unified underlying logic, adaptability to national scenarios, and steady-state operability. This paper extends the Constant-Base Dual-Track Symbiosis Theory (CBDST) from the domestic governance field to the global governance field, verifies the cross-scale universality of the "static anchoring - dynamic operation - boundary isolation - symbiotic cycle" paradigm, and constructs three core mechanisms in the dimension of international order. First, it proposes a two-right separation paradigm of "sovereign ownership - circulation use right" for strategic assets, promoting the depoliticization and neutral marketization of high-value livelihood assets, and replacing clenched security with open security. Second, it establishes a round-based limited punishment system, strictly restricts conflict targets to political decision-making and military combat systems, sets a rigid termination line, and avoids excessive backlash similar to immune storms. Third, it reveals the coupling essence of the resource curse — the strong binding of resources and regime will is the core switch of the curse, and proposes a neutralization risk aversion path for resources in weak countries to realize the attribute transformation of resources from "power bait" to "national welfare". The research shows that the CBDST paradigm can realize seamless extension from domestic public governance to global order governance.
