The Paper Defense Paradox — Digital Twins, Simulated War-Gaming, and the Kinetic Failure of Algorithmic Military Procurement

Modern military and defense-industrial procurement has undergone a profound epistemological inversion, replacing heavy industrial capacity and kinetic stress testing with cloud-hosted digital twins and algorithmic simulation models. This monograph analyzes the structural failure mode known as "The Paper Defense Paradox." By examining the reduction of complex combat dynamics to parameterized software assumptions, we demonstrate how simulation environments sanitize systemic blind spots to satisfy bureaucratic optimization metrics. Furthermore, we construct a mathematical divergence model governing the exponential split between simulated virtual readiness and true physical kinetic decay under industrial atrophy, establishing the universal empirical invariants required to prevent strategic blindness.
