Analisis Kinerja Simpang Bersinyal terhadap Potensi Proyek Pembangunan Jalan Tol dalam Kota Bandung

The Bandung Intra Urban Toll Road (BIUTR) is planned as a structural intervention to alleviate severe urban traffic congestion in Bandung City by connecting Pasteur to Gedebage. Both the construction and operational phases of BIUTR directly influence the operational performance of existing signalized intersections along the primary arterial corridor spanning Jalan Pasteur to Gasibu. This study evaluates the performance of seven key signalized intersections along the BIUTR Section-1 corridor (Exit Tol Pasteur, Pasir Kaliki, Cipaganti, Cihampelas, Baltos, H. Juanda, and Gasibu) using Pedoman Kapasitas Jalan Indonesia (PKJI 2023) guidelines. The performance was assessed across four distinct operational scenarios: baseline existing conditions (2026), the construction phase (2036), traffic management interventions (Do Something), and the post-operational phase (2046). Baseline results reveal severe existing saturation across the corridor, with the H. Juanda intersection exhibiting the highest average vehicle delay. During the 2036 construction phase, effective lane width reductions significantly exacerbate traffic congestion, reducing the Level of Service (LOS) across major approaches to LOS F. The implementation of a public transit modal shift strategy combined with coordinated signal timing (Scheme 2 with a 62-second cycle length) substantially improves corridor performance, maintaining the degree of saturation below 0.85 and enhancing the overall LOS to B–D. Furthermore, post-operational projections in 2046 indicate that a projected 38.64% traffic diversion to the BIUTR facility effectively stabilizes arterial intersection performance compared to unbuilt scenario projections.

Abstract
