The Commensuration Calculus: Disagreement, Disclosure, and Migration Across Regime Difference

How can observers compare conclusions, disclose enough information, and migrate between regimes without silently losing distinctions that their demands require? This paper develops the comparison and migration branch of the bounded-observer epistemic-capacity program. It studies pairs of regimes on a shared carrier, separating agreement, refinement, incomparability, conflict, disclosure and paid acquisition. The manuscript gives scoped classification, disclosure and migration results, with explicit assumptions and corrected counterexamples. It links this account to Nested Regime Composition, Endogenous Interface Synthesis and The Reachability Quotient. Version 2.3 incorporates the updated paid observer-transfer boundary while keeping source-specific proof grades and limits explicit. This interim research preprint presents established component results within the full paradigm wager. It does not establish a complete capacity characterization or a universally optimal comparison strategy. Coalition-optimal disclosure, broader changing-carrier comparison, strategic authority and charged discovery remain OPEN where stated. Review was internal and AI-assisted, not external peer review. Referenced artifacts are identified in the paper and held by the author; this deposit contains the manuscript, not a standalone executable proof environment. Earlier author-held editions are preserved in the research history.
