Federated environmental twins: distributing capacity for climate resilience

Environmental digital twins can scale through federated aggregation. Autonomous regional twins exchange capabilities through a shared interface under local control. No single participant holds the whole data or all the decision authority. By 2035, interoperable twins can become public infrastructure for climate resilience.
