EKOLOGI PESISIR DALAM TRANSISI ENERGI TERBARUKAN: TANTANGAN DAN PELUANG INTEGRASI DALAM PERENCANAAN SPASIAL LAUT

ABSTRACT The transition to marine renewable energy involves not only electricity generation potential but also spatial demands and coastal ecosystem protection. Energy infrastructure, including turbine foundations, submarine cables, cable landfalls, and supporting activities, may exert environmental pressures on interconnected mangrove, seagrass, and coral reef ecosystems. This study examines the integration of coastal ecological functions into marine renewable energy spatial planning and proposes a decision-making framework for future empirical evaluation. A structured literature review was conducted using 90 unique Scopus records retrieved through three search groups. Title and abstract screening identified 26 core studies, 43 supporting studies, and 21 excluded records. The thematic synthesis indicates that existing research predominantly addresses spatial-use conflicts, ecosystem modeling, and cumulative environmental impacts, while direct evidence linking tropical coastal habitat connectivity with renewable energy infrastructure siting remains limited within the reviewed corpus. Based on these findings, a six-stage planning framework is proposed, incorporating minimum indicators for planning objectives and spatial boundaries, habitat distribution and condition, sensitive areas and infrastructure corridors, ecological exposure characteristics, alternative site comparison and cumulative impacts, and environmental changes for adaptive monitoring. The framework provides a conceptual approach to incorporating ecological considerations into renewable energy spatial decisions. However, its operational effectiveness requires further empirical testing and validation using site-specific spatial datasets and ecological conditions.
