Factors influencing the development of information modeling technology market in urban planning: Expert-analytical assessment of the limits of the Laissez-Faire model

Subject. Organizational, economic, and institutional factors in the development of the market for information modelling technologies (IMT) in urban development activities. Objectives. To carry out an expert‑analytical assessment of the factors driving the IMT market development and to define the applicability limits of the laissez‑faire model. Methods. The analysis involved regulatory documents of the Russian Federation, official materials from DOM.RF, the Ministry of Construction of Russia, the European Commission / EU BIM Task Group, and buildingSMART International. A scoring matrix for factor validation was applied. The evaluation criteria are explicitly defined: the scores reflect the type and number of supporting sources rather than the magnitude of the economic effect. The reproducibility of the procedure is ensured by a fixed scale and the principle of triangulation. Results. It has been established that the spread of IMT is not determined solely by market demand for software products. The factors most robustly confirmed are regulatory obligation, data standardization, staffing availability, implementation cost, the competencies of clients and developers, and the readiness of organizations to restructure their processes. International BIM mandates and Russia’s transition to mandatory use of IMT confirm the institutional nature of the market. Conclusions and Relevance. The laissez‑faire model has limited explanatory power. Sustainable market development requires a combination of competition among digital solutions with regulatory coordination, workforce training, data exchange standards, and organizational support. The results can be used in developing digital transformation programmes for the construction industry and measures to reduce barriers to IMT implementation.
