This study employs the concept of hypocrisy to examine how gender mainstreaming is managed rather than resolved, despite public servants’ efforts to advance the work. By analyzing how municipal and regional officials approach gender mainstreaming, the article highlights its complexity. The empirical material consists of interviews with public servants responsible for gender mainstreaming. Findings show that they are made accountable but lack organizational support, forcing them to adapt and reduce their work to what is feasible rather than desirable. In doing so, public servants uphold organizational legitimacy while simultaneously becoming carriers of hypocrisy.
