Stimulating the digital transformation of the construction industry in the Russian Federation

The purpose of the study is to substantiate a system of economic and institutional instruments for stimulating the digital transformation of the Russian construction industry, taking into account the achieved level of information modelling adoption, regulatory changes and persistent digitalization constraints. The methodology combines system, comparative and structural-functional analysis, grouping and logical modelling. Official data and current Russian regulations are used. The study shows that mandatory information modelling requirements created a significant institutional impulse, while further adoption is constrained by high initial costs, skills shortages, uneven digital maturity, software interoperability problems and discontinuities of data acros lifecycle stages. The scientific novelty consists in a multi-level incentive mechanism that differentiates support by digital maturity and links public incentives to measurable operational outcomes.
