Europe's Missing Strategy: Why the Absence of a Need → Offer → Match Pipeline Turns Immigration Decisions into "Throwing from the Roof"
The riots that swept Paris, Marseille, and Lyon in October 2026 did not begin as immigrationprotests. They originated in peaceful demonstrations over the cost of living and deteriorating public services, before being hijacked by violent actors . Yet within hours, Europe’s far-rightleaders had recast the unrest as the inevitable product of “anarchic immigration” and “failedliberal governance,” insisting that only they could restore order. Marine Le Pen said the French state was “collapsing” and had “lost control of everything” amid “migratory, budgetaryand security chaos” . Alice Weidel of the AfD warned of “civil war-like conditions” from a “dangerous mix of mass migration and leftwing extremism” . This paper argues that the far-right’s narrative succeeds not because it is factually correct, but because Europe has left a strategic vacuum where a factual, integrated immigration strategy should be. Europe possesses the data, the analytical capacity, and the institutional infrastructure to design a basic need → offer → match pipeline : . Quantify labour needs to 2046, . Sense the potential domestic and external offer, and . Match the two with political accountability. It has declined to build that pipeline. The result is that every immigrationdecision—whether a cap, a sectoral visa scheme, or a border response—is made without a denominator, without a supply baseline, and without a matching mechanism. Such decisions are not policy. They are guesses with a press conference attached: throwing from the roof.
