Efficiency, Rates, and Representation in New Zealand Local Government. Northland's Choice
The is the fourth volume examining the case for merging territorial authorities and regional councils in New Zealamd. It takes the findings from the comparative analysis of all councils' economic performance in 2024/25 (Volume Two) and the assessment of the amalgamation of eight councils to cteate a single Auckland Council in 2010 (Volume Three) and applies them to Northland Region. Local governance in Northland is divided between two largely rural and one small urban authorty and a regional council. This volume reports on the assessment of five options based on different merger configurations among them.
