INFORMATION MANAGEMENT INFRASTRUCTURE IN SELECTED RURAL COMMUNITIES IN ITU: AN ASSESSMENT OF AVAILABILITY AND ACCESSIBILITY

AbstractThis study examined information management infrastructure in selected rural communities in Itu Local Government Area of Akwa Ibom State with emphasis on assessing its availability and accessibility. The study was motivated by the increasing importance of information and communication technologies (ICTs) in rural development and the persistent challenges of inadequate digital infrastructure in many rural communities in Nigeria. The specific objectives of the study were to examine the availability of information management infrastructure, assess the accessibility of such infrastructure among rural residents, identify the challenges affecting effective information management, and suggest possible measures for improvement. The study adopted the Diffusion of Innovation Theory developed by Everett Rogers as its theoretical framework. A descriptive survey research design was employed for the study. The population consisted of residents of selected rural communities in Itu Local Government Area. A total of 100 questionnaires were distributed to respondents, while 95 completed questionnaires were successfully retrieved and used for data analysis. Data were collected through structured questionnaires and analyzed using descriptive statistics such as frequency tables and percentages. Findings from the study revealed that mobile telecommunication services were the most available information management infrastructure in the study area, while internet facilities, ICT centers, and community libraries were inadequate. The study further revealed that accessibility to information infrastructure remained low due to poor electricity supply, weak internet connectivity, poverty, high cost of ICT services, and low digital literacy among rural residents. The study concluded that inadequate information management infrastructure continues to hinder effective communication, digital participation, and socioeconomic development in rural communities in Itu Local Government Area. The study recommended increased government investment in rural ICT infrastructure, improved electricity supply, expansion of broadband services, establishment of community ICT centers, and implementation of digital literacy programs to enhance information accessibility and rural development.
