Investment activity in inactive fields as an economic growth potential of Ukraine
Purpose. Reasoning for organizational and economic approaches to attracting investment in restoring inactive fields (wells) to increase additional production. Methodology. The study’s foundation is an integrated approach. The study applied historical and regulatory analysis to assess changes in the legislative framework for investment activities. The analysis and synthesis method was used to decompose the life cycle of innovation projects and structure their funding sources. Dynamic efficiency indicators of capital investments (NPV, IRR, PI, DPP) were quantified through financial modeling and the economic-statistical method. The “Decision Tree” method and sensitivity analysis using the POS criterion were implemented to evaluate and de-risk the technological and geological risks associated with well redevelopment. Findings. The study identifies key directions for the innovation and investment strategy, assesses their impact on the development of Ukraine’s oil and gas sector, and outlines possible sources for expanding the hydrocarbon resource base. The obtained results demonstrate the economic feasibility of implementing effective economic activity in inactive deposits. This approach can be a key factor in promoting the development of the oil and gas sector, especially under limited opportunities for state financing during the recovery of the national economy. Originality. For the first time, an integrated organizational and economic model for the restoration of mature oil and gas fields in the Precarpathian region has been developed and scientifically grounded. Unlike the existing approaches, this model formalizes the synergistic connection between attracting private capital through joint activities and implementing rodless production technologies at fields with hard-to-recover reserves under high macroeconomic uncertainty. Practical value. The restoration of production at inactive fields can serve as an example for making thoughtful investment decisions, optimizing field development processes, and improving the efficiency of Ukraine’s oil and gas sector. The developed public-private partnership tools can be used by state authorities to improve the licensing system and return dormant licenses to active economic turnover.
