Social Safeguards in Development Projects
This paper examines social safeguards in infrastructure and development projects through seven Indian case studies, drawing on publicly available project documentation from multilateral development institutions. It explores key issues related to social impact assessment, stakeholder engagement, tribal inclusion, livelihood protection, resettlement considerations, accessibility, and institutional accountability. The paper adopts a comparative, practice-oriented approach to identify recurring implementation challenges, including gaps between safeguard planning and project execution, limitations of procedural compliance, inadequate community consultation, temporary disruptions to livelihoods and access, and weaknesses in monitoring social outcomes.Based on the analysis, the paper proposes an eight-stage framework covering risk screening, baseline assessment, project design, mitigation planning, contractual integration, stakeholder engagement, outcome monitoring, and institutional learning. It argues that social safeguards should be integrated into project management and decision-making rather than treated solely as a compliance requirement. The paper offers practical insights for policymakers, project authorities, development practitioners, consultants, and researchers seeking to strengthen social risk management, protect affected communities, improve institutional accountability, and promote inclusive and sustainable infrastructure development in India.
