Edukasi Hukum Pencegahan Tindak Pidana Penyerobotan Lahan sebagai Perbuatan Melawan Hukum di Kecamatan Walantaka Berdasarkan Pasal 492 KUHP Baru

Land grabbing constitutes an unlawful act that may give rise to social conflicts, economic losses, and legal uncertainty. This community service program aimed to enhance legal awareness among the residents of Walantaka District, Serang City, regarding the prevention of land grabbing and the legal position of Article 492 of Law Number 1 of 2023 (the new Indonesian Criminal Code), which regulates fraud rather than land grabbing specifically. The program combined empirical normative legal analysis with participatory legal education through legal counseling, discussions of brief case examples, and simulations of land document examination. The activity was conducted on October 8 and attended by 30 participants comprising local government officials and community members. Changes in participants’ knowledge were measured through a 30-item pre-test and post-test covering the concept of land grabbing, land ownership documents, the distinctions between civil disputes, land administration issues, and criminal offenses, as well as the elements of Article 492. The participants’ average score increased from 20 to 30. The program emphasized that land possession cannot be exercised unilaterally and that Article 492 is relevant only when a land-related case involves fraudulent conduct that satisfies all the elements of the offense. The measured improvement reflects short-term knowledge gains rather than a reduction in land-grabbing cases. Follow-up initiatives are planned through collaboration among universities, the district administration, subdistrict administrations, and the community, in the form of regular land law consultations and assistance in improving literacy concerning land documents.
