The 2024 reform of German road traffic law allows municipalities, for the first time, to justify and implement traffic measures for the mobility transition on grounds of environmental and climate protection, health, and sustainable urban development. However, measures to curb the privileges of private car traffic face strong path dependencies in a car-centric society. This article discusses the conditions for a local mobility transition, which is now easier to implement under the law.

Abstract

The 2024 reform of German road traffic law allows municipalities, for the first time, to justify and implement traffic measures for the mobility transition on grounds of environmental and climate protection, health, and sustainable urban development. However, measures to curb the privileges of private car traffic face strong path dependencies in a car-centric society. This article discusses the conditions for a local mobility transition, which is now easier to implement under the law.
