Strategy: Intelligent Organizations and Communities by Călin Hințea, Presa Universitară Clujeană, 2025
Public administration today is largely a world of documents. Strategies are drafted to unlock funding or to satisfy a legal requirement, ‘smart’ has become a default feature for cities and institutions, and the habit of asking where a community is really going, and why, has not kept pace with the vocabulary. We have more tools than ever; what we lack is strategic thinking. Călin Hințea’s book starts exactly there. Its quiet argument is that strategy is first of all a way of understanding people, time and context, and only afterwards a method or a template.
