Public Service Facility Accessibility for Sustainable Urban Mobility in Historic District Regeneration: A GIS-Based Study of Ciqikou, Chongqing

Tourism-oriented regeneration can enhance the vitality of historic districts but often creates mismatches between visitor-focused functions and residents’ service needs. Grounded in Sustainable Urban Mobility Plan principles, this study evaluates pedestrian accessibility to 13 categories of public service facilities in Ciqikou Historic District using kernel density estimation and network analysis at 5, 10, and 15 min walking thresholds. Catering, retail, and scenic-attraction categories account for 82% of the 372 points of interest (POIs). These functions cluster along major tourist streets, whereas resident-oriented services are more dispersed. Under the study’s coverage benchmarks, 10 of the 13 facility categories do not cover all residential areas (for example, kindergartens and community service centers cover only 25.4% and 33.8% of residential land within 5 min), whereas public toilets and parks/green spaces achieve 100% 5 min coverage and secondary schools 100% 15 min coverage. This study integrates facility distribution, pedestrian accessibility, and comparisons of tourism-oriented and resident-oriented services into a spatial diagnostic framework focused on social sustainability. The findings can help planners identify gaps in residents’ basic public-service coverage, prioritize facility provision and pedestrian improvements, and provide a basis for resident-oriented regeneration assessments in comparable historic districts facing touristification pressures.
