The Missing Geometric Substrate: Fractal Ideations in Cyber Defence, the October 2026 Stack Catalogue and the Fractal-Agentic Gap — An Anatomical Review and Augmentation

A professional-network catalogue of incidents from 16–23 October 2026 spanned nine layers of the digital stack and centred on the Google Cloud europe-west2 power event of 20 October. An AI-generated reading linked that catalogue to an earlier KSCCN review of RedSage and fractal threat modelling, asked whether the London sequence matched the review's multi-scale predictions, and surveyed how fractal geometry is already used in security research. This paper reviews those four turns against primary sources, corrects unverified claims, and augments the argument with original figures and computed statistics. The companion paper (Mamun, 2026a) treated the outage as common-mode failure. Here the emphasis shifts. First, the week is read as a concentration specimen across nine layers. Second, fractal methods already in the literature — campaign IFS models, Hurst-based detectors, multifractal IoT features — are scored for maturity against the still-missing closed-loop "Fractal-Agentic" architecture. Third, computed illustrations (a toy hierarchical IFS dimension of about 1.79, a synthetic Hausdorff campaign distance of about 0.30, and a failover saturation knee near two-thirds utilisation) show what geometric measurement looks like without claiming to validate the London event. The gap that remains is operational: live geometric signatures do not yet steer agentic defence systems. Personal academic views only; not an official position of any government or institution. Defensive, policy-level analysis.
