From Evidence to Action. Policy Recommendations for the Social Reuse of Confiscated Assets in Europe.

The policy report presents findings and policy recommendations on the social and public reuse of confiscated assets in Europe, based on five case studies in Sofia (Bulgaria), Utrecht (the Netherlands), Madrid (Spain), Saint-Gilles/Brussels (Belgium), and Caserta (Italy), complemented by a multi-stakeholder policy workshop in Brussels. It examines the legal, financial, institutional, and organisational conditions for social reuse, its potential social, economic, and crime-prevention impacts, and the main barriers and risks to implementation. The report proposes recommendations at European, national, regional, and local levels, alongside a practical implementation framework to support transparent, sustainable, and accountable reuse of confiscated assets for public and community benefit.
