A Study on the Collaborative Approach of Tailored Policies and Technology Empowerment for Plateau Specialty Agriculture Bases in Yuxi City

Grade-based and category-specific management of agricultural bases, combined with tech empowerment, are two main approaches to improving the quality and efficiency of plateau agriculture. However, in practice, these two have long operated independently according to their own logics. The classification standards focus more on static conditions, and tech support often lacks scenario adaptation, leading to a structural mismatch between “recognized bases” and “empowered bases.” This paper develops an analysis framework of “classification identification—technology matching—collaborative governance,” using the provincial, municipal, and county-level base recognition system in Yuxi City along with tech support in facility agriculture, seed industry, technology commissioners, and digital agriculture as case studies. It examines how classification-based measures and tech empowerment are coupled. The study finds that Yuxi has established a classification system with “ten standards” for quantitative recognition and three-tier dynamic management, while tech support covers facilities and equipment, seed breeding, promotion services, digital platforms, and processing/cold chains, with some bases already showing a preliminary coupling of “high facilities—high output—high drive”. However, the recognition standards fall short in identifying the need for tech upgrades, there’s a mismatch between tech supply and base types, county-level bases have weak capacity to utilize tech, and tech penetration in farmer linkages is insufficient, creating four main obstacles to coordinated progress. Based on this, the paper proposes solutions like tiered precise empowerment, type-specific technology routes, joint review and conduction by dispatched teams, linking tech indicators to rewards instead of subsidies, and dynamic monitoring via digital platforms, providing a reference for turning highland agricultural bases from just “recognized” to “technologically empowered”.
