Philosophy Before Model: Regenerative Economics as Africa's Doctrine of Development Sovereignty

Africa's development impasse is routinely diagnosed as a failure of models: import-substitution did not industrialise at scale; structural adjustment did not produce broad prosperity; even Agenda 2063 and the African Continental Free Trade Area risk becoming tariff architecture without a market operating system. This paper argues that the deeper failure is categorical. Development is a three-layer architecture—philosophy, doctrine, and model—and Africa has repeatedly borrowed or improvised models while leaving the philosophy of development in external custody. Sovereignty that does not own the definition of development remains legal rather than economic. Prosperity measured by extractive throughput remains peripheral even when growth occurs. The paper supplies the missing meta-architecture of the author's existing corpus. Regenerative Economics is stated as Africa's candidate development philosophy: an abundance-circulation ontology in which markets are living systems engineered to compound surplus at source. The Doctrine of Regenerative Ultrastructure, Onemolease's Laws of Regenerative Economics, the Theory of Engineered Peripheralisation (TEP), and the Regenerative Advancement Goals constitute the doctrinal layer. The Universal Market Ecosystem Infrastructure (UMEI®), with its five-layer stack (Perception, Memory, Orchestration, Identity, Governance), is the executable model. Measurement is derived from the Master Document: Regenerative Surplus Index (RSI), Gross Regeneration Surplus (GRS), Peripheralization Index (PI), and the Technology Ultrastructure Resilience and Saturation Indices (TURI, TUSI). Measurement is not an afterthought and is not a collage of illustrations. One protocol is pre-registered: PBM-REG-001, Abidjan–Lagos coastal corridor, maize–cassava–catfish chain, frozen 28 September 2026, with PI0 = 0.764 and RSI0 = 33.5. Subsequent movement is reported only as change against that lock. Continental orders of magnitude from the Master Document remain structural context. A one-page ministry brief is extracted from the coherence checklist so that a cabinet office can detach operating instructions from the monograph. The central claim is strict. Development sovereignty without a regenerative philosophy will reproduce extraction under African flags. Industrial policy without ultrastructural redesign will deepen PI even as GDP rises. AfCFTA without a regenerative market cloud will liberalise the same extractive ultrastructure. Philosophy must precede model.
