Analisis Framing Pemberitaan Kebijakan Pembatasan Akun Media Sosial Anak di Bawah Usia 16 Tahun pada BBC News Indonesia dan antara News
The policy restricting social media account access for children under 16 raised questions about child protection in digital spaces, including implementation, platform responsibilities, and children's rights. This study aimed to analyze how BBC News Indonesia and Antara News framed coverage of the policy. It used a descriptive qualitative approach within a constructivist paradigm and applied Robert N. Entman's framing model, which consisted of define problems, diagnose causes, make moral judgments, and suggest remedies. The data comprised nine news articles published between January 2025 and May 2026: three by BBC News Indonesia and six by Antara News. The articles were selected based on criteria corresponding to three stages of issue development: the initial policy discourse, the pre-implementation stage, and the post-implementation stage. The findings showed that BBC News Indonesia tended to frame the policy as a complex child-protection issue that required consideration of children's living conditions, access to information, personal data protection, and implementation challenges. In contrast, Antara News tended to frame it as a child-protection instrument implemented through regulation, platform obligations, and age-verification mechanisms. The difference was also reflected in the solutions emphasized: BBC News Indonesia highlighted a multi-stakeholder approach that considered children's circumstances, whereas Antara News emphasized regulatory compliance and protection mechanisms. The study concluded that both outlets regarded child protection as an important issue but constructed their coverage by emphasizing different aspects of the policy.
