From a $5B National Threat to an AI-Enabled Telco Solution: Wisely Ai (A)

The Tanla Indosat case series examines how two firms — Tanla Platforms, an Indian communications infrastructure provider, and Indosat Ooredoo Hutchison (IOH), Indonesia’s second-largest telecommunications operator — intervened in a national coordination failure. Indonesia’s digital fraud epidemic persisted not because detection technologies were unavailable, but because relevant information and enforcement authority were fragmented across telecom operators, banks, platforms, and regulators. The case is therefore not primarily about AI. It is about where in a system AI must sit to alter outcomes — and who captures value when solving an interdependent problem.Case A, set between mid-2024 and late 2025, traces the design and deployment of Wisely AI as a network-native intervention embedded directly in telecommunications infrastructure. Students confront a set of structural questions: why application-layer solutions fail when coordination is the bottleneck; how embedding intelligence at the infrastructure layer reshapes visibility, control, and bargaining power; how to structure a partnership when the capability being deployed alters the architecture of a regulated system; and how to monetise prevention in contexts where success is defined by the absence of observable harm. The case foregrounds a central paradox: the more effective an infrastructure-level AI system becomes, the less visible its value — and the harder it is to sustain proprietary advantage once other actors recognise its systemic importance.
