E-Government Maturity of the SIMPEG SIMAKDIHATI Application in Managing Civil Servant Performance in Denpasar

Background: Digital government is expected to modernize civil service management, yet the implementation of locally developed personnel management applications and the constraints affecting their effectiveness remain insufficiently documented at the municipal level in Indonesia. Objective: This study examines the implementation of the SIMPEG SIMAKDIHATI application for managing the performance of civil servants (Aparatur Sipil Negara [ASN]) in the Denpasar City Government, including implementation barriers and the measures taken to address them. Methods: A descriptive qualitative research design was employed. Data were collected through semi-structured interviews with 12 purposively selected informants, direct observation, and document review, and were analyzed using the Miles and Huberman interactive model. The six dimensions of OECD Digital Government Index (DGI) were used as the analytical framework. Results: SIMPEG SIMAKDIHATI exhibits implementation characteristics across the six DGI dimensions through the integration of performance targets and attendance records, the use of personnel data, cross-agency data exchange, controlled information disclosure, user-oriented development, and responsive complaint handling. Implementation remains constrained by limited server capacity, an outdated activity-weighting scheme, incomplete integration with MyASN, restricted disclosure of peer-performance information, technical disruptions, and limited administrator capacity. Measures to address these constraints include database and program optimization, a review of activity-weighting criteria, phased synchronization with MyASN, controlled information disclosure, vendor-coordinated technical troubleshooting, and capacity building to strengthen administrator competencies. Conclusion: SIMPEG SIMAKDIHATI supports the digitalization of civil service performance management in Denpasar. However, its continued development requires stronger infrastructure, appropriate performance measurement instruments, adequate administrative capacity, and closer integration with national civil service systems.
