Framework for Assessing Asset Management Maturity in Water Resources Facilities

Ensuring the safety of sustainable water resource facilities requires life-cycle management of infrastructure through systematic maintenance and performance improvement. A critical aspect of this maintenance is determining optimal investment priorities within budget constraints. Therefore, this study develops an asset management framework and establishes an asset management system for water resource facilities. The framework uses maturity-level indicators to support quantitative assessment, and the weight of each indicator is determined using the AHP method. The resulting indicators and weights are then used for diagnosing asset management maturity levels.

Abstract

Ensuring the safety of sustainable water resource facilities requires life-cycle management of infrastructure through systematic maintenance and performance improvement. A critical aspect of this maintenance is determining optimal investment priorities within budget constraints. Therefore, this study develops an asset management framework and establishes an asset management system for water resource facilities. The framework uses maturity-level indicators to support quantitative assessment, and the weight of each indicator is determined using the AHP method. The resulting indicators and weights are then used for diagnosing asset management maturity levels.
