Measuring Poor and Needy Mustahik: Baznas Ponorogo's Method Versus the Had Kifayah of Baznas RI

The National Board of Zakat of the Republic of Indonesia (Baznas RI), through its Center of Strategic Studies, formulated the had kifayah (sufficiency threshold) to identify prospective poor (fakir) and needy (miskin) mustahik so that zakat can be distributed appropriately across several dimensions of decent living. This study analyzes the differences and similarities between the measurement method of Baznas Ponorogo and the had kifayah and examines how these differences affect the classification of the poor and the needy. Research Methods: This study used a qualitative approach, combining a case study of Baznas Ponorogo Regency with document analysis of Baznas RI publications. Results and Discussion: The two methods differ in the dimensions used to measure poor and needy mustahik and in how they determine who qualifies as mustahik. Neither method distinguishes between the poor and the needy, and the criteria for determining who qualifies under each method differ substantially. Conclusion: Because both groups are assessed through a single prioritization system, the needy are vulnerable to not receiving assistance, as they are placed in the same group as the poor.
