Adaptability of construction procurement practices to achieve net-zero carbon targets in Sri Lanka

Purpose Procurement practices play a crucial role in achieving net-zero carbon targets in the construction industry. However, their adaptability in developing countries remains constrained by various contextual barriers. In addition, limited research has systematically mapped procurement practices and strategies for achieving net-zero carbon targets. Therefore, this study aims to investigate the adaptability of construction procurement practices for achieving net-zero carbon targets in Sri Lanka. Design/methodology/approach This study adopted a qualitative Delphi approach involving two rounds of semi-structured expert interviews. Eighteen experts participated in the first round, followed by 12 experts in the second round. Data collected from the experts were analysed using code-based content analysis to identify relevant net-zero carbon strategies, procurement practices and their integration within the construction procurement process. Findings The findings identified seven notable net-zero carbon strategies applicable to the Sri Lankan construction industry and 15 best procurement practices that can facilitate the achievement of these strategies. Furthermore, the study developed a comprehensive integration framework illustrating how procurement practices can be embedded within both pre-contract and post-contract stages to support the implementation of net-zero carbon strategies. Originality/value This study contributes to both theory and practice by linking construction procurement practices with net-zero carbon strategies within the context of a developing country. The proposed context-specific integration framework provides a structured pathway to map these strategies with procurement practices, thereby supporting the transition towards net-zero carbon construction in Sri Lanka and other similar developing economies.

Abstract

Purpose Procurement practices play a crucial role in achieving net-zero carbon targets in the construction industry. However, their adaptability in developing countries remains constrained by various contextual barriers. In addition, limited research has systematically mapped procurement practices and strategies for achieving net-zero carbon targets. Therefore, this study aims to investigate the adaptability of construction procurement practices for achieving net-zero carbon targets in Sri Lanka. Design/methodology/approach This study adopted a qualitative Delphi approach involving two rounds of semi-structured expert interviews.
