THE STRATEGIC ROLE OF STATE DETENTION CENTER IN SUPPORTING CRIMINAL JUSTICE SYSTEM REFORM IN INDONESIA

This study examines the strategic role of the Class I Bandung State Detention Center in Indonesia's integrated criminal justice system. Using a descriptive qualitative approach, data were collected through observation, interviews, and documentation and analyzed using the Miles and Huberman model with triangulation. The findings show that the detention center performs retainee services, security, detention-period monitoring, status administration, coordination, legal release and transfer, and support for restorative justice. On 9 March 2026, it housed 2,341 persons against a capacity of 2,160. Occupancy increased 47.97 % between 2022 and 2026. The study recommends the need to integrate detention data based on an early warning system with non-custodial intervention programs to mitigate the risks of bureaucratic overload and overcrowding.
