Prevention of Conflicts of Interest in Integrated Territorial Development in Moscow: Implementation of CSTO Anti-Corruption Standards in Urban Planning Zoning
The scientific article is devoted to the development and academic justification of a mechanism for implementing the anticorruption standards of the Collective Security Treaty Organization (CSTO) into the legal regulation of comprehensive territorial development (CTD) in Moscow. The author has identified systemic corruption risks at the stage of forming urban zoning, changing land use and development rules, as well as in the allocation of land plots and the signing of investment contracts between the Moscow Government and developers. In this regard, the author has developed a four-level model of preventive control over the implementation of CTD projects.
