From Agent Intent to Verifiable Mission Outcomes: Mission Capability Runtime 4.0
Mission Capability Runtime (MCR) 4.0 investigates authority-bounded enterprise-agent execution and evidence-backed mission outcomes in a synthetic, Class A research setting. The paper describes deterministic operation/target binding, authorization and revocation boundaries, bounded retry and recovery behavior, observer readback, and the distinction between transport success and verified business-state outcomes. The owner-accepted MCR 4.0 P1 closure is MCR_R4_0_P1_CLOSED_BOUNDED_SYNTHETIC_RESEARCH. A subsequent owner-local read-only audit verified archive byte integrity and correlated reported execution receipts; it did not rerun the tests. The original historical raw runner exit 1 and reviewer suite 38/40 remain disclosed alongside a separate reconciled 40/40 suite. The work does not establish live ACLA/EAF/MCR integration, SAP/production execution, Class B enterprise adapter readiness, external identity trust, or scholarly peer review. The private R6 evidence archive is withheld.
