FORMATION AND DEVELOPMENT OF ECONOMIC SUPPORT MECHANISMS FOR EXPORT ACTIVITIES AT THE REGIONAL LEVEL
This article examines the adaptation of economic support measures for export activities in the regions of Uzbekistan to their actual export performance. Based on SIAT data from the National Statistics Committee, national and regional export dynamics for 2019–2025 were analyzed. The regions were initially classified into four groups using median thresholds based on export volumes in 2025 and cumulative nominal growth over 2019–2025. Following recalculation, Namangan and Fergana regions were assigned to the high-export–low-growth group, and the group composition and corresponding recommendations were adjusted accordingly. The author proposes a differential-adaptive mechanism integrating regional diagnostics, classification, needs-based support, outcome monitoring, and periodic reclassification. The classification is interpreted not as a definitive assessment of regional export potential but as a preliminary diagnostic tool for targeting policy measures. It is emphasized that enterprise-level data and comparative evaluation will be required in future research to determine the causal effectiveness of the proposed mechanism.
