A New Paradigm of Geotechnical Monitoring of Permafrost in Populated Areas (Using the Example of the City of Anadyr, Chukotka)

The article discusses the problems of geotechnical monitoring of permafrost in populated areas in permafrost zones under climate warming conditions. It is noted that the theoretical foundations of permafrost constructional monitoring and the regulatory requirements for conducting observations are not suitable for monitoring existing buildings in conditions of the permafrost climatic degradation. A monitoring system that tracks permafrost conditions beneath building foundations cannot predict soil thawing caused by external cryogenic processes occurring beyond the structure. Using the example of developing a system for the territory of the Anadyr urban district, it is shown that the melting of permafrost occurs frontally due to the expansion of talik zones. Therefore, the system of geotechnical monitoring of permafrost should be based on monitoring the state of permafrost in the territory of the settlement as a whole. Priority should be given to observing talik zones that pose a threat to the thermal stability of building foundations. The article concludes with a proposed algorithm for justifying and establishing a permafrost monitoring system for a settlement located in a cryolithozone.
