Economics as a Non-Neutral Science: Toward an African Regenerative Economic Architecture
Physical science grows under a shared worldview of observer-independence: the object of inquiry does not encode the investigator's interests. Economics does. This white paper states a canonical definition of economics as a non-neutral science and supplies its standard modal representation. It then reconstructs universality as an engineering problem: human interest and information asymmetry must be treated as structural features, not residual noise. Drawing on Onemolease's six axioms and four Laws of Regenerative Economics, the paper derives the Regenerative Surplus Index (RSI), Gross Regeneration Surplus (GRS), the Peripheralisation Index (PI), and the Technology Ultrastructure indices (TURI, TUSI) from first principles. The Universal Market Ecosystem Infrastructure (UMEI®) is presented as the enforceable substrate. Sectoral case studies in aquaculture, agriculture, mining, and regional logistics, with policy import for education, healthcare, energy and WASH, show how native intelligence plus sovereign infrastructure can convert Africa's engineered periphery into regenerative centrality.
