THE CONCEPT OF A DIGITAL FIRE GARRISON: PRINCIPLES OF CONSTRUCTION AND FUNCTIONALITY

The article considers the concept of a digital fire garrison – a state information system being developed by the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters to automate the management of fire and rescue units. The relevance of the study is determined by the need to introduce innovative and digital solutions to improve the efficiency of fire and rescue units and to minimize the consequences of emergencies. The paper provides a detailed analysis of the structure of the digital fire garrison, which includes an integrated information space for fire protection units; communication and alert facilities; databases on potentially hazardous facilities; emergency monitoring and forecasting systems; decision support tools; digital twins of facilities. The advantages of introducing the digital fire garrison system are presented: reduced emergency response time, increased accuracy of decision-making, optimization of resources, improved coordination, risk forecasting and opportunities for personnel training. Particular attention is paid to the analysis of the problematic issues of introducing the digital fire garrison system – technical, organizational, financial, and regulatory and legal ones. Ways of overcoming these problematic issues are proposed: phased modernization of the infrastructure, introduction of a cyber protection system, staff training, inclusion of expenses in digitalization programs, development of national standards. Promising directions for the development of the digital fire garrison system are described, involving the application of artificial intelligence technologies, expansion of the sensor network, use of unmanned aerial vehicles and improvement of simulators for personnel training. It is concluded that the introduction of the digital fire garrison system is one of the promising and strategic directions of development of the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters. Successful implementation of the concept under consideration requires coordination of efforts at the federal and regional levels, investment in infrastructure, personnel training and the development of unified standards. The introduction of the system will be an important step towards creating a safe and sustainable living environment for the population.
