Digital Governance dalam Penghapusan Kemiskinan Ekstrem: Integrasi Data dan Kolaborasi Lintas Aktor melalui Kemisan Mesra di Kabupaten Pasuruan
The eradication of extreme poverty is a public service challenge requiring data integration, program alignment, and cross-actor coordination. In the context of digital governance, the Pasuruan Regency Government developed KEMISAN MESRA (Penghapusan Kemiskinan Ekstrem Menuju Masyarakat Sejahtera, or Extreme Poverty Eradication toward a Prosperous Society) to link extreme-poverty target data with intervention programs implemented by local government agencies. This study analyzes digital governance implementation through KEMISAN MESRA, focusing on data integration, cross-actor collaboration, and intervention monitoring and accountability. A descriptive qualitative approach was employed through document analysis of regional innovation reports, supporting documents, official government information, and academic literature. The study addresses the limited research on collaborative governance mechanisms that connect data, actors, and actions through digital platforms to eradicate extreme poverty at the local level. The findings show that 98.00% of target individuals were recorded as having received interventions; however, a direct causal effect on extreme-poverty reduction has not been established. The study’s novelty lies in conceptualizing the platform as a co-coordination instrument linking data integration, cross-actor collaboration, and intervention monitoring and accountability. Its effectiveness depends on data quality, clearly defined responsibilities, and outcome-based evaluation.
