On Target: Sector Pathways to Close Skill Shortages

This publication is deliverable 4.3 of the HorizonEurope project “Global Strategy for Skills, Migration and Development” (D4.3). The GS4S Skills Dartboard tool converts the sectoral analysis results of the GS4S Policy brief no. 4 into five visuals. They inform policymakers which combinations of firm responses consistently fill skill shortages in each sector. The tool accompanies the policy brief Closing Europe’s Skills Gap: Sector-Specific Lessons for EU Skills Policy (deliverable D2.3, task 2.5) of the Horizon Europe project GS4S - Global Strategy for Skills, Migration and Development (gs4s.eu). The brief’s central finding is that effective responses are combinations of strategies rather than single interventions. Table 1 of the brief reports these combinations in a technical format. The dartboards present the same results so that a non-specialist can see what works best for a sector at a glance. The intended users are EU and national policymakers working on skills, migration and industrial policy, together with business and sector associations.
